Well Balanced Fishing Rod is dropped in Turtle Shores by The Giant Tortoise. I already have one but for anyone else that needs one, that's where it is found as an NPC drop.
This means I can now catch more fish. Using my existing bait, I can catch Bass and Pike as well as some others if I find the proper bait.
